MSG receives over VT10M from Indonesian National Police

The Melanesian Spearhead Group (MSG) Secretariat formally received a voluntary contribution of 100,000USD (VT10.9 million) from the Indonesian National Police (INP) on Tuesday.

According to a statement by the MSG Secretariat, this contribution will aid the formulation of the MSG Regional Security Strategy (RSS).

This was made possible following a virtual handover ceremony between the two organisations, formally signed by the Director General of the MSG Secretariat, Mr Leonard Louma, OBE, and Head of the International Cooperation Division, INP, Police Inspector General Johni Asadoma.

In his remarks, DG Louma expressed deep appreciation to the Government of the Republic of Indonesia, through the Indonesian National Police for supporting the development of the RSS, a member to the Working Group (WG). He also expressed his appreciation to the Chair of the RSS WG Meeting and Commander of the Fiji Military Forces, Major General Jone Kalouniwai for his ongoing support. DG Louma stated that the RSS WG was established to provide an avenue for discussing the development of the RSS, adding that in the face of the ever increasing and emerging threats to peace and security, it is incumbent on Members of the RSS WG to devise appropriate and relevant strategies to address common security challenges. “The importance of MSG RSS cannot be overstated. The current animated discussions on the Solomon Islands Government decisions with respect to its own security arrangements and the absence of Pacific Island input into the Indo-Pacific security narrative underscore the need for developing a RSS based on our needs and interests,” he emphasised.

He said the Agreement Establishing the MSG (in Article 3) recognises the importance of aligning policies to further advance MSG members’ shared goals of peace and security. He further emphasised the importance of the RSS to address common security threats and challenges in the MSG region for our future sustainable development and prosperity, as recognised in the MSG 2038 Prosperity for All Plan. DG Louma stated that strategy had five strategic priorities, each of which was informed by common security challenges facing the MSG region, and captures both traditional and non-traditional emerging security threats. He alluded to the existing MSG agreements and cooperation on the Formed Police Unit and the Humanitarian Emergency Response Coordinating Centre (HERCC) as supporting instruments that would complement the MSG Regional Security Strategy.

DG Louma hopes that the five identified strategic priorities of the MSG Security Strategy will surely complement and add value to some of the existing regional security initiatives as the Pacific Islands Forum’s Boe’s declaration. He said the national threats within Members’ jurisdictions are some of the emerging security threats that must also be explored in the formulation of the MSG RSS.

In conclusion, DG Louma said that as Director General of the MSG Secretariat, he will keep a keen eye on developments in the RSS. “While I am pleased to note the progress made to date, the Secretariat would obviously need adequate resources to be able to deliver on the Strategy,” he said. Finally, he echoed appreciation to the Government of the Republic of Indonesia for their contribution and unwavering commitment and support to the MSG.

The INP, in a statement, said that constructive engagement between Indonesia and the MSG will continue to be mutually beneficial, and will always be cemented by respect working relationship with each member. The INP is committed to hosting the 4th RSS WG meeting which was postponed in 2020 due to the COVID-19 pandemic, and is looking at the possibility of physically hosting the next 4th RSS WG Meeting in Indonesia at a time to be determined. The last RSS WP Meeting was held in Nadi, Fiji in 2019.

Tiga Anggota TNI Di Tembak Pasukan TPNPB Di Kenyeam Ibu Kota Kabupaten Nduga-Papua

Manajemen Markas Pusat KOMNAS TPNPB telah terima Laporan Resmi langsung dari Pimpinan TPNPB Kodap III Derakma-Ndugama bahwa Pasukan TPNPB Kembali melakukan serangan di Pos Militer Indonesia, dan mereka mengklaim bahwa telah berhasil tembak 3 Anggota Pasukan teroris yaitu TNI. 

Dalam laporannya menyebutkan bahwa mereka telah berhasil tembak 3 Anggota Pasukan Teroris yaitu TNI/Polri, dan penembakan ini telah dilakukan di pinggir Kali Keneyam, di Ibu Kota Kabupaten Nduga Papua.

Hari ini tanggal 26 Maret 2022 bertepatan dengan hari jadinya (hari Ulang Tahun TPNPB) sebagai sayap Militer, dimana TPNPB telah dibentuk tanggal 26 Maret Tahun 1963. 

Saat HUT TPNPB yang ke 51 tahun yaitu tanggal 26 Maret 2022 Pasukan TPNPB Kodap III Darakma Ndugama Melakukan serangan di Pos Militer Indonesia di Keneyam Ibu Kota Kabupaten Nduga, dan Kontak senjata telah dilakukan sore ini pada pukul 5:00-700 Malam. 

Dalam kontak tembak tersebut 3 anggota TNI Di tembak oleh Pasukan TPNPB menggunakan Snaiper ukuran pas dan serangan terus dilakukan di Ibu Kota Kabupaten Nduga di kenyeam. 

Pasukan TPNPB juga telah menembak Peluru Granat dari senapan Pelontar ke arah Pasukan Teroris yaitu TNI Polri, jadi apakah ada korban atau tidaknya belum pastikan. Dan untuk Sementara pihak TPNPB belum ada yang korban. 

Kronologis kejadian, berawal dari Pasukan TPNPB Sudah mencium keberadaan Pasukan Teroris yaitu TNI Polri di pinggir kali keneyam, dan selama satu minggu Pasukan TPNPB telah melakukan pemantauan.

Setelah pemantauan yang matang, pada hari ini Sabtu tanggal 26 Maret 2022 telah dilakukan serangan oleh Pasukan TPNPB dan terjadi kontak senjata antara Pasukan TPNPB dengan Pasukan Teroris yaitu TNI/Polri. 

Kontak tembak terjadi di samping kantor Perikanan yang berdekatan dengan rumah sakit lama ujung Bandara Kenyam, ibu Kota kabupaten Nduga-Papua.

Two Papuan civilians shot dead during protest, buried by the side of the road as resistance symbols

Jayapura, Jubi – Two participants of the protest rejecting Papua Province’s expansion in Yahukimo Regency’s capital of Dekai, Yakob Meklok and Esron Weispa, became victims of alleged police brutality and died on Tuesday, March 15, 2022. The bodies were buried by the side of the main road in Dekai as a symbol of public resistance to the central government’s special autonomy and expansion plan for Papua.

Tribal chief of the Meek Tribe Mathias Suu said the victim’s family agreed to bury the deceased at that location, not far from the Meek Tribe’s settlement.

“The family asked for a grave on the side of the main road to becoming a resistance symbol in rejecting the Papua Special Autonomy offered by the central government and regional expansion plan. So that everyone passing by can see the grave of the people murdered for refusing the State’s agenda,” Mathias Suu told Jubi on Wednesday.

Suu said the funeral of Yakob Meklok and Esron Weipsa was held on Wednesday at around 14.30 p.m. local time. According to him, thousands of residents from 12 tribes in Yahukimo Regency attended the funeral.

Previously on Tuesday, a protest erupted in Dekai against the Papua regional expansion plan. The protest went peaceful at first, the protesters took turns expressing their hope to reject the government’s plan to form new autonomous regions or new provinces in Papua. They even negotiated with the police, asking the police to send members of the Yahukimo Regional Legislative Council (DPRD) to hear them out.

However, a number of sources contacted by Jubi said clashes between protesters and security forces occurred after a police officer took pictures of the protesters. The protest escalated into an argument between both parties before people started throwing stones. The police fired tear gas, throwing the crowd into chaos. Just then, gunshots were heard.

The Papua Police confirmed two residents died in the clashes, namely Yakob Meklok and Erson Wipsa. Yakob Meklok died from a gunshot wound under his right armpit. Meanwhile, Erson Wipsa died from a gunshot wound to his back. There were also three people injured in the incident, namely First Brig. Muhammad Aldi (wound to the head), Itos Hitlay (gunshot wound to the left thigh), and Luki Kobak (gunshot wound to the right thigh). The incident sparked a mass rage wherein the people burned down a number of shophouses and government offices in Dekai.

Yahukimo Regent Didimus Yahuli said his party would push for legal proceedings against the parties involved in the clashes on Tuesday. “We must hold accountable the perpetrators who killed two people and burned public facilities,” said Yahuli. (*)

Pendukung Papua Barat membayar upeti kepada Eni Faleomavaega

East Timor Action Network, atau ETAN, telah membayar upeti kepada pekerjaan akhir Faleomavaega Eni Hunkin pada Papua Barat.

Mantan anggota DPR AS, yang mewakili Samoa Amerika sebagai Delegasi di Kongres selama 13 istilah 1989-2015, meninggal pada akhir Februari.

Sebagai Ketua DPR Luar Negeri Subkomite Asia, Pasifik dan Lingkungan Global, Faleomavaega teratur pantau peristiwa di wilayah Papua, Indonesia

ETAN Ed McWilliams telah menulis bahwa Faleomavaega adalah mengartikulasikan dan advokat efektif untuk hak asasi manusia di Papua Barat dan lama bekerja untuk resolusi damai dari masalah serius yang dihadapi orang Papua.

"Dia terlibat terus-menerus dengan para pejabat Pemerintah Indonesia terhadap tujuan-AS dan," katanya.

"Perjalanan-Nya ke Papua Barat dan kontak yang luas dengan Papua mencerminkan ketulusan dalam dan niat baik terhadap orang-orang Papua dan orang-orang dari wilayah yang lebih luas yang ia tahu dengan baik."

Menurut Mr McWilliams, Faleomavaega menarik pada pengetahuan dan pengalaman dan rasa hormat yang luas diberikan kepadanya dalam kongres dan di tempat lain untuk menyarankan beberapa Administrasi US mengenai kebijakan terhadap Papua Barat dan menuju Indonesia.

Pada tahun 2010, Faleomavaega mengadakan sidang pertama dalam sejarah Kongres AS untuk menyertakan kesaksian dari para pemimpin adat dan agama Papua Barat. dan pembela hak asasi manusia.

Pada tahun 2007, ia melakukan perjalanan ke Papua Barat. Jadwal kunjungan ini telah sangat dibatasi oleh pemerintah Indonesia, termasuk anggota Kongres tidak diizinkan untuk mengunjungi Jayapura.

Faleomavaega kemudian memprotes kepada Presiden Indonesia Susilo Bambang Yudhoyono bahwa kunjungan itu terbatas "hanya dua jam dari pertemuan yang sebenarnya dengan para pemimpin dan rakyat Biak dan Manokwari karena diduga masalah keamanan".

Selama kunjungan, Faleomavaega "memaksa menerobos barikade untuk berbicara dengan orang Papua ditolak masuk ke pertemuan resmi".

Dia kemudian menulis bahwa ia sangat terganggu dengan kehadiran militer yang kuat, yang ia sebut sebagai sama sekali tidak perlu.

Mr McWilliams mengatakan bahwa minat Faleomavaega di Papua Barat "yang diturunkan pada bagian dari rasa tanggung jawab pribadi untuk meneruskan pekerjaan kerabat Samoa nya yang dimakamkan di Papua Barat dan menghormati semua orang yang telah hidup perjuangan".

Pada bulan Juli 2011 ia dihormati dengan "John Rumbiak Pembela Hak Asasi Manusia Award" oleh Tim Advokasi Papua Barat yang berbasis di AS.

kematiannya adalah kerugian bagi banyak teman-temannya di masyarakat Papua Barat dan orang-orang di komunitas internasional yang lebih luas yang mendukung perjuangan mereka untuk kebebasan.
